For his exceptional management of multi-million dollar budgets & facilities and leadership of hundreds of highly trained personnel conducting top secret counterterrorism combat training & operations worldwide, he received the Defense Meritorious Service Medal from USMC General Hopgood & Admiral Mackey, 1997 National Officer of the Year Award from Admiral Carey & Admiral Hall, and 2001 Meritorious Service Award from Admiral Clark & Commodore Heinz.

After military service, he was selected as a Presidential Management Fellow. As a Congressional Budget Analyst for the Department of Energy, Mr. O'Brien coordinated a $22B budget with the US Senate & House of Representatives. The highlights of the portfolio that he managed were nuclear security & environmental management. |
